Tile may remain in place even when the question concerns grout, setting material or the layer below. A stain or odor alone cannot define what is wet.
How can the assembly be assessed professionally?
Ask what was observed, which layers were accessible to a qualified assessor and which uncertainties remain. Do not pry tiles, probe grout or step into water to create a homeowner test.
Stay away from the affected area, do not touch electrical switches, outlets or appliances near water, and call a professional. If anyone is in danger, leave the area and call 911.
What justifies drying or replacement?
A proposal should distinguish retaining sound material, removing affected components and a documented drying endpoint. EPA's flooded-home advice about not closing wet interiors supplies an evidence question; it does not diagnose this tile installation.
Why can a square-foot rate mislead here?
General restoration rates do not include every tile trade or subfloor condition. Use the cost page only for planning and the estimate questions to clarify an actual scope.
